If they all did then I'm pretty sure women would have organized and established a matriarchy by now (which is kind of a scary thought too).
and yet it might be time for one. the Asari did it and it works for them (Mass Effect, I'm a geek) but they're an all female species so that might have something to do with it...
The last book I read about a matriarchy was "The Juniper Tree" by John Kessel.The women basically used free sex as a means of placating their male counterparts. It wasn't all that direct, but you get the idea.
the problem with that is it put all the power in those women deemed sexually desirable... and do we really want the world run by strippers?
